The ceremony turns out to be the quick part. A specialist at Fort Cavazos and a partner finishing a semester in Ohio can book a video ceremony, marry the same week, and have a state-issued marriage certificate recorded by a Utah county about 48 hours later. Everything after that is pure Army: offices, forms, appointment slots, and a sequence that rewards showing up with the right documents in the right order.

What the certificate does, and what it doesn’t
An online ceremony performed under Utah law produces a legal U.S. marriage with a state-issued certificate, recorded by the county clerk and available as certified copies. That piece of paper opens every Army door below.
It doesn’t open any of them by itself. DEERS doesn’t know you got married. Finance doesn’t either. The Army publishes an official new-marriage checklist for soldiers, and DEERS/RAPIDS plus a pay review sit right at the top of it because none of this happens automatically[1]. The counselor version of the same checklist, hosted on the DoD military pay site, tells soldiers to secure official certificate copies before starting the rounds[2]. Order two or three certified copies up front. You’ll hand them to more offices than you expect.
Stop one: the ID card office
DEERS enrollment comes before anything involving money. You’re the sponsor, so you sign DD Form 1172-2, the application that adds your spouse to DEERS and doubles as their dependent ID card application. If you have CAC access, you can generate and sign it ahead of time through milConnect instead of filling it out at the counter[3].
Bring the certified marriage certificate, your spouse’s birth certificate, their Social Security card, and a photo ID. You can start the DEERS enrollment alone, but your spouse has to appear in person to be issued their own ID card, so most couples just go together.
Book the RAPIDS appointment through ID Card Office Online the day the county records your certificate. At the big installations, slots can run one to three weeks out, and walk-in lines are their own form of punishment.
Stop two: your S1, with a DA Form 5960
The BAH change runs through your battalion S1 on DA Form 5960, the Army’s authorization to start, stop, or change BAH[4]. In the IPPS-A era the certification is mostly generated inside the system, and the official IPPS-A job aid lays out the flow: you submit the BAH certification with your marriage certificate attached, and the S1 transmits it to the Army Military Pay Office to change your pay[5].
If your S1 shop is buried or your unit is in the field, ask specifically about the BAH certification. That’s the document that moves money, and it’s the one that stalls when nobody names it.
When the money actually changes
Certify promptly and the with-dependents rate is keyed to your dependency date under the DoD Financial Management Regulation, with the difference paid back once the certification clears[6]. Sit on the paperwork for months and you’re in commander-certification territory to recover the retroactive portion, which is a conversation you don’t want. Expect the higher rate to show up one or two pay cycles after your S1 sends the certification.

TRICARE runs its own clock
Marriage gives your spouse 90 days from the wedding date to enroll in or change a TRICARE plan, and DEERS registration has to happen first[7]. So the RAPIDS visit isn’t just about the ID card. It starts the health coverage window too.

A timeline that holds up
Here’s how it usually plays out for the Army couples we marry, about half of whom are working around a PCS or deployment date.
- Days 0 to 2: Video ceremony, then the Utah county records the marriage. Certified copies are available fast, usually within about 48 hours of the ceremony.
- Week 1: RAPIDS appointment booked, DD 1172-2 pre-filled on milConnect, certified copies ordered.
- Weeks 1 to 3: DEERS enrollment and dependent ID at the appointment, then the DA 5960 certification through S1 the same week.
- Weeks 3 to 6: BAH at the with-dependents rate appears on your LES, back-paid to the effective date. TRICARE enrollment done inside the 90-day window.
